Several weeks after Des Plaines officials decided against purchasing the previously approved ambulance, concerns arose over the legitimacy of this decision. The initial resolution to approve the ambulance purchase passed with a 5-3 vote at the March 3 City Council meeting. However, a subsequent resolution aimed at reversing this decision passed during the March 17 meeting, with Mayor Matt Bogusz casting the deciding vote in a 4-4 tie.
During the earlier discussions, significant debate centered around the type of exhaust system to be installed: a horizontal exhaust system placed under the ambulance chassis or a vertical one mounted above it. Brookman, a former Des Plaines firefighter, argued strongly for rejecting the horizontal system, claiming it could expose firefighters and patients to harmful exhaust fumes. Despite this, the city’s fire chief, Alan Wax, expressed skepticism about the necessity of switching to a vertical exhaust system, stating that current practices did not pose undue risk.
At the March 17 meeting, Mayor Bogusz justified the reversal by describing the choice of a vertical exhaust system as unnecessary and going beyond the proper scope of the City Council’s responsibilities. He emphasized that such decisions should focus more on policy rather than operational details.
“This isn’t a policy issue; it’s an operational one,†Bogusz stated during the meeting, referencing a video of the proceedings available on the city’s official website. “We need to stay closer to policy-making and leave the operational specifics to those who handle them day-to-day.â€
