In recent developments, the Hunan Provincial Economic Commission, along with the Hunan Provincial Automobile Industry Coordinating Leading Group Office and other relevant departments, submitted a comprehensive report to the Hunan Provincial Party Committee and the provincial government. The report emphasizes that following a path of large-scale production, industrial clustering, export-driven growth, and high-tech innovation is essential for achieving a leap in the development of Hunan’s automotive sector.
Experts from the province highlight that the automobile industry remains one of the top ten key sectors supported by Hunan. However, challenges persist within the auto parts industry. To keep pace with整车 (whole vehicle) development, Hunan must focus on scaling up operations, forming industrial clusters, promoting externalization, and embracing technological advancement.
Currently, there are nearly 200 specialized enterprises in Hunan involved in automobiles, motorcycles, agricultural vehicles, and auto parts. While the province has made some progress in restructuring and attracting foreign investment in recent years, major global automakers have shown limited interest. A notable exception is the joint venture between German company Bosch and Changdeng Corp., aiming to establish China's largest electric vehicle production base in Changsha.
Despite this, many Hunan-based auto parts companies remain heavily dependent on the domestic market, with minimal presence in international markets. In 2003, only a handful of Hunan enterprises, such as Hunan Torch, China United Group, and South Motors, achieved export values exceeding $1 million.
Industry analysis reveals that although some parts companies nationwide have gained visibility, most Hunan-based firms are small in scale, face high production costs, offer a wide range of products, and lack completeness in their supply chains. Within the broader automotive industrial chain—comprising整车 (whole vehicle), small assembly, and parts manufacturing—Hunan's components rarely form a "small assembly" or "great assembly" model to provide complete sets to main engine plants. This results in an incomplete and fragmented industrial chain.
Industry insiders point out that this situation hampers both the growth of parts companies and the development of original equipment manufacturers (OEMs). For instance, Changfeng Group purchases billions worth of parts annually, but only about 30% comes from local Hunan suppliers. Similarly, Beiqi Futian Changsha Automobile Factory obtained less than 4% of its total parts supply in 2004, with most suppliers providing only single, small-volume orders.
To address these issues, Hunan Province has proposed several strategies. First, it encourages simultaneous development of parts companies and host manufacturers, alongside joint technological advancements. Second, it promotes closer collaboration among host companies to foster interdependence and mutual growth. Additionally, the province plans to accelerate the construction of large-scale automotive industrial clusters, such as Xingsha, Jiuhua, and Yongzhou, to strengthen regional integration.
Furthermore, Hunan will support 50 key component suppliers in accelerating joint ventures and partnerships with internationally recognized corporations. The goal is to achieve cooperation in five major system modules—engines, axles, bodywork, gearboxes, and electronics—to enhance component integration and elevate the overall manufacturing standards of the province’s automotive industry.
To push toward high-tech development, Hunan aims to build an independent R&D platform by enhancing the development capabilities of off-road vehicles and medium-to-heavy commercial vehicles. This initiative will help establish self-sufficient capabilities for key components, further integrating the province into the global automotive manufacturing network.
