In order to regulate the recovery, second-hand sale, and scrapping of special equipment, the Nanning City Bureau of Quality Supervision in Guangxi Province is planning to draft the "Safety Management Regulations for the Destruction and Recovery of Special Equipment in Nanning City." This initiative will be a top priority for the bureau this year, including conducting comprehensive research and comparisons with existing regulations, particularly those related to chemical equipment. According to Mu Haijie, head of the Special Equipment Section at the Nanning Bureau of Quality Supervision, the second-hand market for special equipment has seen several problematic practices. Some companies fail to properly cancel registration procedures when replacing or scrapping equipment, and even illegally transfer already scrapped devices. Additionally, some flea markets purchase old equipment, refurbish it, and resell it as "new" units, posing serious safety risks. Since these devices are not subject to proper inspections, they become dangerous "time bombs" once reintroduced into the market. It is understood that currently, there are no national mandatory retirement dates for all types of special equipment, nor are there clear regulations governing their recycling and resale. As a result, the quality supervision department can only monitor equipment that is in active use. If unsafe devices are found in the used market, they often go unaddressed due to a lack of legal framework. To address this issue, the Nanning Bureau is working on drafting new regulations, which are now in the legislative research phase. The proposed regulations will cover 27 key areas, setting detailed requirements for all entities and individuals involved in the manufacturing, installation, modification, repair, sale, purchase, inspection, and testing of special equipment within the city. Under the proposed rules, users of special equipment must complete cancellation procedures and have the equipment destroyed under the supervision of the regulatory authority when changing, transferring, relocating, or scrapping the equipment. Recovery and destruction companies must first obtain approval or be entrusted by the inspection department and hold a valid business license before engaging in such activities. Moreover, even if they possess the necessary qualifications, entities not based in Nanning will not be allowed to conduct recovery or destruction operations within the city. This new regulatory framework aims to enhance safety, reduce risks, and bring greater transparency and control over the lifecycle of special equipment in Nanning.
